Question : Problem: Dial-up modem - 676 phone line busy

I cannot redial with my Dial up modem once disconnected. it says error 676 phone line busy. once I restart the Laptop, it connects to the ISP, but when disconnected, I have to restart the machine to get its memory reset.
Tried Re installing the drivers - no good.
