Question : Problem: Free Utility to Backup Data of Partition only

I am looking for a free solution to back up a partition.  I am using BootIt-ng (which I love) however the problem is that when you want to create a copy of a partition it wants to create an exact copy of the partition including the size.  

BootIt-ng gives me the option to copy data only however it still wants to copy all of the blank space.

I want to create an exact copy of 9GB of data on a 250GB partition.  It would be nice to be able to create a copy of the drive but only put it to a 20GB partition.

Is there a free bootable utility to do this?  

The only other method I was think would be able to create a 20GB NTFS partition, run BartPE and copy all of the files from the 250GB drive to the 20GB partition and then set that partition to an active one.
