Question : Problem: 70 Degrees Idle in BIOS too hot?

I am getting mixed answers through my search, but I'm getting worried about my issue.

I just bought a new system that I built.  I have built plenty of them, but this is my first that has a core 2 duo.  I have not even put an operating system on the machine, and the BIOS reports that the CPU temperature is 70 degrees Celcius all the time (even immediately after turning on from cold)

 I can't imagine even loading the OS on to the machine.  I have reseated the CPU cooler and removed all but a thin film of thermal paste (I accidentally put too much, but didn't think it would matter.)  Again, I removed all but a thin layer of paste.  I cleaned up the the processor as well as the CPU cooler.  I was very satisfied with the amount this time, and ensured a nice seating to the mother board. (Had to play with it because of those dumb push pins are a pain)

Turned on the machine again, and the BIOS reported temperature did not change.  The only thing I notice is if I bump the FSB up past 900, the fan starts to speed up (even though the temperature is not moving)

So confused!  Is the temperature accurate in the BIOS?  The manual says that it is reporting the CPU temperature....

I have an ASUS P5N-MX.  The CPU is E4500, stock fan...runs at 1962 all the time unless I boost the FSB.

Should I bother installing XP?

Well, nothing worked until I installed XP and then after that I installed the chipset drivers (integrated video, audio, ethernet) for XP from the ASUS CD, that is when everything worked.  The BIOS strangely started reporting the correct temperature.  I overclocked the CPU to around 2.8 and I'm on my way.  Now, the strange thing is the fan doesn't throttle down from max speed unless I specify a target CPU temperature higher than the current....and even then it runs at 2800 RPM to achieve 32 degrees C.  I'd like it to run 1000 less at idle, but I'm just glad it works now.
