if the SCSI controller driver is a storport version then the tape device must be enabled from within the OS Device Manager. If it is the SCSI mini port version then it is better if the tape device is disabled.
HP Management Agents can also cause problems. It is found in Control Panel and once opened SCSI Information should be moved to the right side.
The ARCserve Tape Engine has a log that can help. tape.log found in the ARCserve LOG subdirectory. From the ARCserve Server Admin configuration set the message level for the tape log to Detail. Stop the Tape Engine, rename the current tape.log, then start the Tape Engine. Give it a minute to initialize and then the tape log can be attached here.
