What are the differences between 3.2P4 vs 1.8 dual core processors, and what considerations should one look at in deciding which to purchase as part of a laptop system?

On of the big things that you will notice is the P4 will run hotter.. but not always.
performance wise. you are better with a dual core CPU.

Main difference
instead of one cpu running 32 process.

you would have 16 process running on one core
and 16 running on another core..

So look at it this way..
Would you rather have 2 big arms doing dishes.
or would you rather have 4 normal arms doing dishes.

This is why you see server system having 4 or more core processors. they cn handle more task at the same time.
