Question : Problem: Power Supply or Motherboard problem.

Im having problem with HP Pavilion, Model# a1000y not starting and turning off when I push the switch button on case.

If I unplug power to the power supply for 20 seconds the computer will start, without pressing the power button and Windows will boot up. Shutting down from Windows works, but if I hold down the switch button any where from 4-15 seconds computer will not turn off.  

Below is the list of diagnostic tests that I have done;

1)      Check Power supply with tester. Power supply is good
2)      Ram is good
3)      CPU is good
4)      I disconnected every bit of hardware. The only hardware I left in was Ram and CPU
5)       Touch switch pins with screw driver and PC would not start or shut down
6)      Checked case switch with meter, switch is good
7)      Checked lithium battery 3v good
8)      Reset bios back to defaults

Does anyone have any ideas what could be the problem?
