Question : Problem: 8800GT Dual video cards not working on Tyan S5396 w/ Vista Ultimate 64 bit

I just built a new workstation, and I have everything working but the Dual Video Cards. I have 2 Nvidia Geforce 8800GT Cards that I'm trying to use on a Tyan S5396 Motherboard the OS is Vista Ultimate 64bit.
I can't seem to get the drivers for both Video Cards to load correctly. Both cards work, and both PCIe 16x slots work, they just wont both work when installed at the same time. When they are both installed the PCIe 16x slot closest to the CPU's doesn't load the driver. It gives an error:
The device cannot find enough resources that it can use. (Code 12)
If you want to use this device, you will need to disable one of the other devices on this system.
The working card shows its on PCI Bus 1, then non working card on PCI Bus 5.
OS is Vista Ultimate 64bit.
Also for clarification, I'm not trying to run these in SLI mode, I just need to be able to have 4 monitors going.
Any clues?

If Slot 6 (PCI-E X16 slot closest to the memory slots) is used then the 4X1 pin power connector must be plugged in.
The code 12 means you have used up all of (one or some of) the available IRQ, DMA, Memory, or I/O addresses with other devices. (You have too much running at the same time.)
The first step is to find which device(s) are conflicting with the card. Do the following. From Device Manager, select the graphic card showing the error, right click and select properties. Then select the "resources" tab. It should show the device(s) it is conflicting with and you will either need to disable it or rearrange you resources so everything works.
