Question : Problem: Low System Resources!!!!!????

If i try to do any thing with video or pictures that are large files I get a message that states my system rescources are low and what ever I try fails. For example, I can be trying to save a very large file in Adobe Photoshop, scanning a picture @ anything over 1200ppi using my HP software, or trying to create a panoramic picture using Ulead Cool 360 using more than 6 pictures. The thing that bugs me is I have 4 gig of RAM in my PC (even though Windows only sees 3GB), and a P4 3.8GHz CPU AND plenty of hard drive space. What gives. I am very annoyed and ready to go to a MAC. If I look at the Task Manager, my CPU and memory usage are low when I get this message (around 400MB of RAM and 0-2% CPU usage). Do I have a corrupt Windows install? Any ideas? I have a Windows XP Pro PC.

Not used it in a while, but should you be using a 'scratch' disk in Photoshop? Maybe that will help...?!?
Have you tried updating your chipset and videio card drivers?
How about removing a gig of RAM. Maybe it is having a problem addressing it?
