Question : Problem: Processor Speed issues with Phenom 9550

I installed a AMD Phenom(tm) 9950 Quad-Core Processor which runs at a speed of 2.6 ghz but windows xp pro is only reading it at 1.3 ghz. I also have 4 gigs of ram but windows xp is only reading 2.75. The games are also glitchy such as Tom Clancy's Rainbow Six Vegas 2. I'm running it in 32 bit mode. I do realize that it will run in 64 bit. The motherboard is an S-series GA-MA78GM-S2H. It plainly says "supports AMD Phenom x4/Athlon x2 processors. Please help. I'm not sure what to do.
