Alright, this is the issue:
I have no desktop tab under my display window, so I can not change my wallpaper. I searched Microsoft \KB and they adbice they had was to go to Hkey current user\software\microsoft\windows\policies\system and remove some spyware leftovers and such. Now this sounded rather cut and dry, except for the fact when I navigated to the system folder, it doesnt exist. under policies there is only an explorer folder and no system folder.
I also went to gpedit.msc, or something like that and changed the display folder options to disable the desktop hide and disable the not change wallpaper, and that did absolutely no good.
Last night I noticed the problem and I downloaded the current definitions for my spywaredoctor and anitvirus. I did a full system scan and rebooted. Still no affect, so any help would be greatly appreciated.
I am running Windows XP Media edition SP2.
