Question : Problem: Dell Memory Key

I just bought a Dell memory key. Last night when I plugged it into the USB of the port replicator, it worked fine, but I just took some info from my desktop computer running Windows 2000, saved it to the memory key and removed it to them plug it into the USB of the Laptop ( no replicator) and it didn't recognize it until I restarted the computer. Even then I had to remove it about three times before it showed me the files saved on the key.

Does this make sense? Should I have to restart the Laptop (windows XP) everytime I want to use the Key?

No, but I have seen USB devices not recognized until replugged several times.  On your laptop device manager, you may have to uncheck the power saving option for the USB hub, wherever you find it.
