Are you also moving the users to a new BES? If you are then any user moved from one exchange\network domain to another must have their device wiped. If you don't then apart from having major issues trying to activate due to the policy being rejected it will cause ongoing device issues.
In the event that users are staying on the same BES and you have domain trusts in place you can move users without having to wipe the device.
