Question : Problem: dell inspiron 4100 BIOS password

I have a dell inspiron 4100 with a passworded bios that wont let me boot to a cd to reinstall it after it crashed. i bought the laptop cheap at one of these places (Mom and Pop) where they have inexpensive stuff. i called dell and was unable to verify ownership with them. no help from them at all in that dept. would you happen to know the master password for this model?

on modern laptops you cannot reset the password, it is stored in a security chip.
