Question : Problem: TS Web Access 2008 - Only 2 users can connect and launch apps

I have a 2008 Terminal Server installed and I have published some remote apps on the web access page.  I am able to access the webpage and launch the applications.  I then instruct another user to connect and launch an application and he is successful as well.  As soon as the 3rd user tries to connect he gets "The remote computer could not be found.  It is as if the Terminal Server is in Remote Administration mode.  I have a 2008 Domain Controller that is hosting 150 2008 TS User CAL's and the TS Licensing diagnostics show all good, and the TS Configuration section on the Terminal Server see's the 150 User CAL's on that server.  I am at a loss.
