Question : Problem: HP VL400 - powers up no bios or video

I have a HP Vectra VL400 that a user said the screen just went blank. HD and monitor OK. I'm testing it. I get power all fans spin, but no beeps from CPU. Screen is balnk; no BIOS info displaying.
Does this sound like a processor or motherboard? There is a red light on on the front which usually indicates some problem.

Just because the power supply powers up, doesn't mean that it's working properly. It may not be giving enough juice to power up the mobo/cpu/etc. Although the motherboard APPEARS to be the problem....I would get my hands on another power supply, first...even if you can borrow one, because a faulty power supply is often the cause of system problems and failures.
