Question : Problem: Dell Poweredge 1600SC Warning Light

this server has 2 fans on the back of the case.  1 fan shows a green indicator light.  the other fan has a yellow indicator light (the yellow indicator light has a ! next to it)
what does this yellow indicator mean?

if reseating the power supply doesn't work and swapping power cords doesn't make a difference, switch your two power supplies around, this way you can tell if the failure is with the power supply itself or the distribution board which it plugs into (this only applies if you have redundant power supplies, but based on what you've described, I'm assuming you do).
