Question : Problem: CPU fan speed remains 100%

Fixing this system for a friend:

When I got it, it would not boot at all.  When trying to boot, it wouldn't even POST, but all fans (CPU and 1 system fan controlled by the motherboard) would run full speed.  I reset the BIOS, etc, tested everything with a similar system and I deduced that it the motherboard or something on it (BIOS, etc) was the issue.  Ordered new motherboard; system now boots fine.  However, the fans still run at full speed even after XP boots fully.  I've tested and retested everything that I can.  System does the same thing with a different processor(Athalon 64 3200+), different RAM (1 stick or 2, slots A1 and/or A2), different PSU.  Also does the same thing with or without all the extraneous components (optical drive, HDD, card reader)  attached.

Is this another motherboard issue, and I'm just really unlucky with such a similar error?  Any ideas would be much appreciated.

All of this is taking place in a relatively cool basement (ambient temp <70 F).

System originally an eMachines t6420
The current config:

Biostar GEFORCE 6100-M9
Athalon 64 3400+
512 x 2 Nanya RAM
300W Hipro PSU
