You can write VXD thats runs on Ring 0
In this VXD you should do bridging of your devices to same VXD
(or another one) When any software issues access to this device your VXD reccieves message and you can reject or accept this request, this means that you have to write your device driver
I don`t now other way to protect devices under W95 by software
