Try shifting the resolution - some onboard aren't very capable so the top may be 1024x768 or even drop it as low as 800x600 to see what the effects are.
Also dell sometimes bundles graphics control software so check for a program like ATI, or CCC (Catalyst Control centre) and disable things like 3d refresh rates, or check if it's set more for quality than performance.
Third - Windows has this UMA buffer which I've never had problems with so never had to touch.
