Question : Problem: Soyo, KT333 Dragon Lite will not Boot

The power comes up, the fans all work. There are no beeps, the monitor states that there is no signal, I've swapped out the AGP video card several times.
I suspect it's either the Mother Board or CPU, but I need help determining which one it is.
