Question : Problem: Calendar and Contacts good, but email not syncing

I have about 5 Windows Mobile 6 phones connected to an SBS 2003 server.  They are a mix of Treo's, Moto Q9c's, and PPC6800's.  One user just got a new phone as his old one broke.  I cannot get his email to sync over the air ( we don't connect these locally).  If I uncheck email on the phone, the calendar, contacts, and tasks sync just fine.  I have set email to 1 day and headers only and it still doesn't work.  I have had the user delete most emails for one day and it still doesn't work.  If I log into the same IP address his outlook web access works just fine.  I have tried this on another phone with his account and the same thing happens.  Any ideas?
