It seems like a generic problem with all apps on the screen then.
You could try reinstalling the firmware, but I don't think it's a firmware problem - It's just to rule that option out.
The best thing you can do is to take it into an apple store and have them look over it. They'll tell you whether you are eligible for a replacement or not, and if you have to pay for it or not.
There's not much you can do I'm afraid, nothing you can download will fix it
