Question : Problem: Looking for simple HTML viewer for web art designer!

I have a friend who is very good at Photoshop, but doesn't have a clue concerning HTML coding. He needs a way to quickly view backgrounds and other web art within a frames environment. I remember using MS Frontpage many years ago using a frame-layout. Each frame background image could be quickly changed with a simple Form button. He doesn't want to use Frontpage either and not easily teachable in new software. Help...
