Question : Problem: HP backup drive

My HP Pavilion has a fixed backup drive.  I see how to recover from a recovery point.  But, I can't find any tools to backup system and data on request or on schedule. Am I supposed to download something?

This is not quite clear:
Did you expressly order your PC to come with a second HDD for backup purposes? Or is it that, when clicking the 'My Computer' icon, you found a D:\Backup or E:\Backup drive symbol?

In the latter case, this is not a "fixed backup drive", but most likely just a partition used by your vendor for an emergency repair install of your system which will revert your hard drive and OS to the state it was in when you first got the PC (which includes loss of all your data!). Refer to the manual or your vendors website for more detail.
This partition is not meant for further backing up of a system in use.

If, however, you specifically ordered HP to put a second physical hard drive in your system, then you can use either the integrated backup utility (Start > Programs > Accessories > System Tools > Backup) or download a third party backup/cloning tool.
Backup software is meant for dealing with mainly data; if you want to be able to revert a corrupted system to a previous clean state, you will have to rely on System Restore (which, personally, I found unreliable) or use a disk cloning utility, like Norton Ghost or Acronis True Image. 'SelfImage' (http://majorgeeks.com/SelfImage_d5588.html) is reported to be a pretty good freeware alternative to those commercial programs.
