Question : Problem: Noise or garbage onscreen, GPU failure?

Hello experts.
I have got this problem that suddenly my screen is either full of scrambled icons or vertical scanlines or other abnormalities have apeared. I cant watch movies because it also corrupts the video output.
I dont have a clue what's it about by I didnt install anything new, also i reinstalled the video drivers and it didnt help.

I have a winXP SP2 with ATI Radeon 9600 series model.

now the intresting thing is: when I right click the desktop-> properties -> settings -> advanced -> torublshoot tab there is a meter there that when I slide it all the way to disabling DirectDraw and Direct3D and basically all DX acceleration only then it goes back to normal, but then I cant play games and only watch movies.
