Question : Problem: Powering cycling an IDE device while the PC remains on

Can an IDE device be safely power cycled while remianing connected to a live IDE bus ?
In other words, can I power down (manually turn off 5V to device) a CD-ROM drive indefinitely while the  PC remians on and turn the CD-ROM back on when required ?

If you can get a controller card or caddies that support it, it may be possible, but plain vanilla IDE controllers don't.  Here are some comments found elsewhere:
