Question : Problem: Black Bars at Top and Bottom of the Monitor Screen

The monitor has large black bars at the top and the bottom of the screen.

They are NOT obscurring the desktop image. They are compressing it to fit the view.

My thoughts were either a corrupt driver or a display setting on the monitor menu itself.

Any other ideas?

Did you try adjusting the height setting on the monitor control panel?  Might be disguised as picture size, display size, or other.  Also, what about the resolution setting for the monitor?  Could it somehow have been set to do widescreen, only backwards?  Like 768x1024 instead of 1024x768?  Just a thought.
