Question : Problem: BES does not sync old emails prior to activation

We recently setup a BES and tested with serveral devices.  Everything went well and appears to be fine now except when i activate a new device.  Basically, the BES fails to push the entire mailbox to the device.  All i see are current incoming and outgoing emails.  I thought I remembered it pushing several days worth of emails to the device.  

Could this be due to me deleting a user / device and associating a new device to an old user?

Answer : Problem: BES does not sync old emails prior to activation

So to confirm if you delete the user from the BES > Add the user back > Activate the new device > The pre-population settings should be applied.
