Question : Problem: VIA USB 2.0 PCI card adaptor installed, but does not detect USB devices on Win98SE

I have an old Pentium MMX (P55C) 166Mhz computer running Win98SE. Motherboard bears Elpina logo - the board is very similar to PM9200B (according to the manual found at www.amptron.com), but in place of USB pins it has only "placeholder" - it does not seem possible to connect USB connectors to it. The motherboard however has embedded USB (useless, as far as I can see).
I need to connect USB printer (Lexmark Z13) to it, so I bought USB 2.0 PCI adapter card (with VIA chip), produced by STLab. Installation completed with no error messages, but device manager shows both embedded and new USB controllers and hubs. It shows USB2.0 hub, but as opposed to the USB2 card's manual, it does not show VIA USB 2.0 Enhanced Host Controller - it only lists VIA USB Enhanced Host Controller (although one of the driver files there is USBHUB20.SYS, so it may be just a wrong name after all). The problem is, the computer still does not detect USB printer, and USB ethernet adapter that I tried (both devices are successfully recognized by PentiumIV computer running WinXP).
I tried (to no avail):
1) Enabled and disabled USB support in BIOS (AmiBios) settings.
2) Remove everything related to USB in device manager and reinstall again.
3) Remove in safe mode all devices - including system ones.
4) Turn embedded USB controller off (its USB hub disappeared immediately).
In every case USB stuff returned eventually to the same settings, and USB devices are still not detected.
Question is, does anyone have any suggestion?
Or, does anyone know a method to check for sure, whether USB connectors on the card work or not - i.e. whether the problem is hardware or drivers?

Personally I've never seen an USB 2.0 (480Mbps) card without the high-speed logo printed somewhere on the box.

about the manual => It sais 480Mbps transferrate so at least this one is from a high-speed card.

Maybe you can try the USB card in another computer just to find out if it works there, if it also doesn't work there, I think you're looking at a faulty card. Try returning it for warranty.
