Question : Problem: XP stuck in safe mode selection screen

I have an HP desktop that is stuck on the safe mode selection screen.  There are several choices on this screen such as boot to safe mode, safe mode command prompt, etc., etc.  No matter which one I pick the computer reboots itself directly back to this selection screen.  There are no indicator beeps during start up.  Anyone have any ideas how to get this computer to boot into Windows again or at least recover the data?  Thanks!
