Question : Problem: Is underside CPU retention bracket a neccessity?

Is the CPU's UNDERSIDE retention bracket, on a motherboard a necessity to keep it from frying? They are made of either hard rubber or metal. I have a missing one on an ASRock socket 754 (AMD) motherboard. I looked at the underside of an MSI board and it's piece would fit perfectly, as I guess they are a standard size per socket. All they need are 2 bolts or large screws. Mine is missing on a new board and PC I was trying to build for my wife. I stopped in my tracks when I saw it was missing. Again, do I need this underside retaining bracket? ( There are 4 rubber points of contact sticking through from the topside of the retention bracket. Will that be enough? The local computer store guy said it would be ok, but I am not so sure. Also, what is the correct name for that part, in case I need to get one ordered?

Many (most) boards have nothing under the board below the CPU, just the holes for the heatsink unit to lock into.
