Question : Problem: Apple Macbook Flashing ? folder error

Hello EEs..I have a Apple Macbook that upon booting it has a file folder type icon with a question mark anbd it is flashing. After removing my restore disc with the help from EE member strung....I am curious to what my issue is now?? A bad HDD?
