Question : Problem: 'Bad or failing video memory' doesn't load my desktop on Toshiba Satellite laptop.

My laptop boots fine but the dektop is blank and blue in color.However if I cntrl-Alt -Del, I can get to the task manager and launch applications including the firefox browser.
(It doesn't launch the IE).I can get on to the internet and browse.When I ran a diagnostic tool (VCOM) the video ram test failed due to 'Bad or failing video memory'.
I also re-installed Window xp to no avail.What is the solution ?

Run a live cd to test the hardware .... For example Knoppix :
