The best way would be to not have them start up.  Open up msconfig.  Start->Run->msconfig.  Go to the startup tab and uncheck the programs that you don't want to automatically start.  Becareful what you unselect.  You don't want to have something not start that windows needs to run.  You will have to restart the computer for this to take effect.  A popup will come up when you log on just check don't show on startup.  Also you should remove the shortcuts in the startup folder for all users and the specific user you are concerned with.  c:\documents and settings\all users\start menu\programs\startup.
