I'm thinking of buying a non-working iBook G4 for parts. I'd like to know if I can pull the Airport card from that computer and use it in my Powerbook G4 "Onxy" (M8407).

Not so. Some Macs use Airport cards and some use Airport Extreme cards. They are physically different and not interchangeable. If your Mac has an Airport slot, an Airport Extreme card will not work and vice versa.
