Question : Problem: Windows Fax Console stopped sending faxes

I recently did an in-place upgrade to Windows XP Pro, but now MS Fax does not send faxes. The fax program seems to be configured properly, but the faxes seem to sit in the outbox - the program doesn't even try (though as I was writing this, the fax program DID try, and I received a "Fax Device Error).

I have run a diagnosic test on the "HSP56 MR" modem, and it seemed to pass (for example ATQ0V1E0 response was "success").  

I have 2 modems in my computer (one is for my voice answering machine on my voice line).  I can send a fax on the other modem without a problem, and this configuration of 2 faxes used to work without any conflict.

What do I do now?
